Sovereignty
Data and infrastructure can remain under European jurisdiction and national operational control.
European Cyber Defense and Security Infrastructure Consortium
ECDSIC combines advanced cybersecurity technology, national telecommunications infrastructure and strategic operational capacity to strengthen defence, government and critical infrastructure across Europe.
01 / Mission
The strategic challenge
Defence organisations, public institutions and critical infrastructure operators increasingly depend on centralised technology environments outside European jurisdiction. ECDSIC brings together the technology, infrastructure and operational partners required to establish an independent European capability for secure data transfer, distributed storage and resilient digital operations.
Data and infrastructure can remain under European jurisdiction and national operational control.
Distributed architecture reduces dependence on single systems, facilities and providers.
Zero-trust processing, validation and protected distribution support high-security environments.
Modular interfaces support integration with existing defence, government and enterprise systems.
02 / Consortium
The operating structure
ECDSIC combines Citeel’s Phantera platform with telecommunications, hosting, logistics and operational infrastructure from leading Slovenian partners. The model links sovereign technology with organisations capable of supporting national and cross-border deployment.
Lead partner and technology owner
Consortium coordination, Phantera development, cybersecurity architecture, intellectual property, international partnerships and programme leadership.
Infrastructure partner
National-scale logistics, digital services, infrastructure capacity and operational continuity.
Infrastructure partner
Fibre, fixed and mobile networks, cloud environments and data-centre capability.
Infrastructure partner
Broadband, mobile connectivity, network integration and high-availability operations.
03 / Capability
Technology foundation
Phantera is a modular platform for secure data processing, transfer and storage. It validates incoming data, divides it into protected fragments, distributes it across controlled nodes and records permissions and verification events through a tamper-evident ledger.
Protected from entry to authorised use
Reject malformed or unauthorised input.
Trusted input
Split data into individually unreadable pieces.
No usable whole
Encrypt and bind policy to every fragment.
Policy protected
Place fragments across independent controlled nodes.
No single target
Record integrity, ownership and access events.
Tamper evident
Reassemble data only for an authorised request.
Controlled access
Controlled movement of sensitive data between authorised systems, environments and organisations.
Protected fragments are placed across multiple nodes, reducing exposure to individual infrastructure failures.
Ownership, permissions and integrity events are recorded through a blockchain-based validation layer.
API and CLI access support integration with existing government, defence, telecom and enterprise platforms.
The platform supports on-premises, sovereign-cloud and hybrid deployment models.
04 / Operational domains
Mission environments
Secure data exchange, resilient infrastructure and controlled deployment for sensitive operational environments.
Sovereign storage, protected communications and auditable access for public institutions and national services.
Distributed protection for energy, transport, logistics, utilities and essential services.
Secure integration across national networks, data centres and high-availability communications infrastructure.
Resilient and auditable data handling for regulated institutions and critical financial operations.
Infrastructure continuity and protected information exchange during crisis, disruption and recovery.
Strategic position
Citeel leads the consortium and owns the core Phantera technology.
National telecommunications and infrastructure operators support delivery and deployment.
The operational prototype has demonstrated the complete platform workflow in a representative environment.
The consortium is structured for defence, government and critical-infrastructure programmes.
The architecture supports European jurisdiction, sovereign deployment and multi-provider resilience.
